versioning number after the os id??

What you call "os id" is known as "dist tag" and is part of the package
Release, so for example

  1.fc23.1   would be higher (= "newer") than   1.fc23

but

  1.fc24     would still be higher than   1.fc23.1

because fc24 is higher than fc23.
