That's not the right firmware. Look further down the page. You want the 7265D firmware which is included in Fedora and you have it installed.

Running *iw wlp3s0 scan* displays a scan list of the available wireless
networks.

That means the wifi is working, so don't mess around with the firmware.

Running *wpa_cli* says "Could not connect to wpa_supplicant: (nil) -
re-trying"

Is there a reason you aren't using NetworkManager?

It tries to load new firmware, which might be added later at some point, but it does successfully load iwlwifi-7265D-22.ucode.

This line is specifically mentioned on that page you linked to.

I also noticed that although wpa_supplicant is running, the iwlwifi
interface is not UP.

How are you trying to configure the interface? wpa_supplicant is usually managed by NetworkManager.
