That's not the right firmware. Look further down the page. You want
the 7265D firmware which is included in Fedora and you have it installed.
Running *iw wlp3s0 scan* displays a scan list of the available wireless

Is there a reason you aren't using NetworkManager?

I also noticed that although wpa_supplicant is running, the iwlwifi
interface is not UP.
How are you trying to configure the interface? wpa_supplicant is
usually managed by NetworkManager.
