Sounds like you have a TV that is desperately trying to emulate
an old CRT (which all did overscanning). I'd check and see if there
are any modes you can set to say "don't do that".

Also, I don't know about LG, but my Samsung I use as a monitor has
a horribly underdocumented feature: You have to change the name
of the HDMI2 input to "PC", and when you do that, it magically stops
overscanning as well as switching to full range RGB color support
rather than the "limited" range of NTSC broadcasts.
