I think the command :
|yum install |rpmfusion-free-release-21.noarch.rpm
is suitable for this purpose...
You could try
"yum downgrade rpmfusion-free-release-21.noarch.rpm"
but if that doesn't work, you will have to do
"yum remove rpmfusion-free-release"
first and then do the install. This is because you have a newer version
of the release file already installed and you need the older one.
