I think the root of the problem is that SMB creates a browse master for each subnet. Since the Samba server and the Windows workstation were on different subnets, each elected itself the browse master. The F23 workstation was on both, so it used the Windows system as its browse master (though I'm not sure how that selection is normally made when more than one is available). As a result, it would only be able to browse to hosts registered with the Windows 10 VM.
