However if I disable espv as follows, curl -v --disable-epsv ftp://ftp.mirrorservice.org/sites/dl.fedoraproject.org/pub/fedora/linux/updates/testing/22/x86_64/repodata/repomd.xml then the file is transferred very quickly.
