PS.: I am only observing this issue on UEFI machines.
My BIOS-machines all shutdown/halt/poweroff.
Try

shutdown -h now

The -h means halt
Thanks for the hint, but this doesn't work either.

-h or --poweroff exhibit the same behavior: shut down and immediately reboot.
