The only option I know of is to vgremove {vg} --removemissing and sometimes you may even have to use a -f to force it. But be aware, this will destroy any LVs you have on that PV. I have had one person recommend to me trying dd_rescue or the like on the failed drive to a new drive to see if you can at least salvage some of the data. Haven't tried that though.
