You have to assign the buttons to particular taps. In F20 > KDE, the taps are all assigned NONE. Once I went in and set 'One > Finger' means 'Left Button', etc, it works just fine. I have had the same issue for a very long time until I eventually discovered the same thing! not very intuitive.
