Regardless, to enable actual tapping, you need to go into System Settings | Input Devices | Touchpad | Tapping In that tab, make sure the checkbox 'Enable tapping' is checked (and mine was, fwiw). At the bottom of that tab there's a section labeled 'Buttons'. You have to assign the buttons to particular taps. In F20 KDE, the taps are all assigned NONE. Once I went in and set 'One Finger' means 'Left Button', etc, it works just fine.
