This must be something new in KDE 4.1x, since I've never seen this
system setting before. Or, it may not be new and the Fedora KDE
version isn't completely configured, I'm just not sure.

Regardless, to enable actual tapping, you need to go into System
Settings | Input Devices | Touchpad | Tapping

In that tab, make sure the checkbox 'Enable tapping' is checked (and
mine was, fwiw).  At the bottom of that tab there's a section labeled
'Buttons'.  You have to assign the buttons to particular taps. In F20
KDE, the taps are all assigned NONE.  Once I went in and set 'One
Finger' means 'Left Button', etc, it works just fine.

I'm all for having the option to assign taps to buttons, etc, but it
doesn't make sense (to me anyway) to enable tapping, but not assign
default settings (one finger tap is left, etc.)

But, it works now, and that's all that matters to me.
