Notice the line "Wed Feb 12". It pulled in an ancient build from Nov 2013,
hiding the later ones from 2014:

$ koji list-tag-history --tag=f20-updates --package=policycoreutils
Thu Jan 2 23:57:50 2014: policycoreutils-2.2.4-5.fc20 tagged into f20-updates by bodhi [still active]
Wed Jan 8 21:52:50 2014: policycoreutils-2.2.5-1.fc20 tagged into f20-updates by bodhi [still active]
Sun Feb  9 18:41:44 2014: policycoreutils-2.2.5-3.fc20 tagged into f20-updates by bodhi
Wed Feb 12 05:18:01 2014: policycoreutils-2.2.2-2.fc20 tagged into f20-updates by bodhi [still active]
Mon Feb 17 09:50:57 2014: policycoreutils-2.2.5-3.fc20 untagged from f20-updates by ausil
Mon Feb 17 09:50:57 2014: policycoreutils-2.2.5-3.fc20 tagged into f20-updates by ausil [still active]

The lines from Feb 17 are for the fix-in-progress.
