I've managed to produce a lag via NetworkManager disabled,
systemctl status NetworkManager
NetworkManager.service - Network Manager
Loaded: loaded (/usr/lib/systemd/system/NetworkManager.service; disabled)
Active: inactive (dead)

in the 'lightdm.service'
