On my SII I've got Settings -> More -> USB Utilities which puts the phone
effectively into USB memory stick mode.

On my Tab 2 I haven't got anything like that, and can't find a teather option.
Where about is it on the sIII?

Go to settings and select more settings. Tethering is listed right after VPN.
