Sorry, getting the initial error, i fetched python-distutils-extra-2.37.tar.gz, so,
.../src/python-distutils-extra-2.37/setup.cfg & setup.py.
once ./setup.py build worked (this is where i removed the help=true), ./setup.py install worked, i hopped into ../stormcloud and repeated the build &
install steps. (obviously, 'sudo ./setup install' as root...)
after that it showed up in applications, ... HTH, ...

[build] i18n=True help=True in setup.cfg, removve the bolded line, it apparently cant build help...
