Where is setup.cfg? Where did u add these lines? : 
[egg_info]
tag_build =
tag_date = 0
tag_svn_revision = 0

pardon my bad manner, but i got around it,

[egg_info]
tag_build =
tag_date = 0
tag_svn_revision = 0

[build]
i18n=True
help=True    in setup.cfg, removve the bolded line, it apparently cant build help...
icons=True

then setup.py build & install worked...
moving on to build stormcloud

This isnt too far from working, you can launch bin/stormcloud and get an unconfigured output.

Have you successfully installed the DistUtilsExtra  ?
