Euro symbol under Fedora-17/KDE

I take it the official way to enter a euro symbol in vi/vim is AltGr+4.
I find this works about 20% of the time.
It usually works if it is the first character entered.
But most of the time it does not work - I just get a "4".

Do others have this experience?
Is there some setting which affects this shortcut?

I've been trying without success to find where shortcuts are listed.
IIRC there used to be a KDE Control Center, aka kcontrol,
but this seems to have disappeared.

If I go to
f=>System Settings=>Shortcuts and Gestures
I am given three choices
  Custom Shortcuts
  Standard Keyboard Shortcuts
  Global Keyboard Shortcuts

What is the difference between "standard" and "global" shortcuts?
There doesn't seem to be any listing for currency shortcuts.
I don't see any option to add a shortcut.
What is a "gesture"?
