At least I have had the same thing happen in both Linux and Windows when a battery was going bad. Also, if you do not cycle the battery, the chip that monitors battery life in the battery does not get updated to the current battery life, so it ends up reporting the battery state incorrectly. (The chip is in the battery, not the computer.)
