Cups browsing will work without setting UTC if the hardware clock is set to local time, and you have the system time zone set correctly. That way, the system clock is set correctly to UTC. You will run into problems if the hardware clock is set to local time, and you set UTC, or if the system time zone setting is wrong. If you do not have the time configuration set properly, you will have problem with other programs besides CUPS. It is not a CUPS specific problem. It is a system configuration problem that affects CUPS browsing.
