I have no interest to speak on behalf of Red Hat and from a personal viewpoint, I have no interest in a separate /usr partition. Fedora is a project that Red Hat participates in and where majority of packages are maintained by volunteers. It is not a commercial product. Fedora explicitly has a goal to stay close to upstream as much as possible. I have no idea what you are talking about here with regards to modifications nor do I know of any customer paying Red Hat to fix this perceived problem.
