Speaking only for myself, I prefer the term sub-optimal as nominal can
mean a couple of things depending on the context per google:

The optimal level of operation for a system. Nominal Range The normal
range at which a system can operate reliably, under normal conditions.

insignificantly small; a matter of form only (`tokenish' is informal);
"the fee was nominal"; "a token gesture of resistance"; "a toknenish
gesture"


Leaves a small amount of room for interpretation. I assume you meant
the latter :^)
