Looks as if your clock is drifting, does your time of day display change
when this happens, or are the messages from ntpd and rsyslogd just
really coming out an hour apart?

Your clock may be drifting, are you doing something clever with your
clock settings? This may be a problem with your clock hardware if the
time of day is really jumping forward, you may have to change your
settings for clock. What hardware are you using?
