That isn't actually all you asked. You also implied that you were in charge of this area, and that if people did not follow your advice they would not get assistance. As far as I can see, the standard WiFi program on Fedora is still system-config-network, and its various GUI interfaces, while NM is a wizard which is recommended but is not running by default. In my experience system-config-network is not very good, and neither is NM. System-config-network works about 65% of the time, for me, while NM works about 80% of the time.
