It looks like the hsqldb package prior to 1.80.1-1jpp_2fc (back in October 2005) didn't create the hsqldb user with a reserved uid (which would be a uid lower than 500). The current rpm should remove the user when the package is removed, so a simple "fix" should be just remove the package and then install it again so the user is created with a lower uid (hardcoded to uid 96 now).
