I don't know if you can get it down to that minimal without manual
pruning, but one method of minimising what you download is:

Get the "rescue" CD (it's the smallest to download).
Start a network install.
Pick the least amount of packages that you can (that'll mean deselecting
some things selected by default, most likely).

The last time I tried a minimal install was putting FC3 onto a PC made
from spare parts, just to see if I could make it into a webserver.  I
did end up putting on more than what most would call minimal,
eventually.  As I wanted a graphical text editor to play with.
