I wonder how many RFC's would be violated if list servers would have the ability (list configuration item) to look at the emails sent to it, and if an email had less than say a 1-5% (of a normalized form of the email) difference to one of the list's own Digests (from the last few weeks), either reject the email or only send the difference on to the list, especially if subject email had the subject "Re: thislist Digest, ThislistsVolIssuePolicy".
