I just went through something close to that.  I have this in
my /etc/hosts.deny:  ALL: ALL

I had to add this to /etc/hosts.allow before NFS would work:
ALL: 192.168.0.
ALL: 127.0.0.1

That was never required before.  I suspect there is a more restrictive
description than ALL: that could be used there but it works now.
