rpm.org says there is a "Fedora RPM Guide" in the fedora docs project.  I
couldn't find a link from the fedoraproject.org site, though (perhaps
because it is still a draft?)

This is an excellent book whose name unfortunately suggests it's somehow specific to Fedora (it isn't really). It's also available in print for those who prefer reading on the bus under the name of Red Hat RPM Guide

Very much recommended over the severely outdated Maximum RPM.
