rpm.org says there is a "Fedora RPM Guide" in the fedora docs project.  I
couldn't find a link from the fedoraproject.org site, though (perhaps
because it is still a draft?)

There was also a dead-tree packaging book that came out in the FC2 to FC3
time frame.  I own a copy, but haven't read it, and the name escapes me at
the moment.  I don't know if it was related to the above or not.
