There's probably a little of both, but I'd suspect that the rules are probably not as well thought out as they should be. The current trends in firewall rule generation (drop/ignore rather than reject) does go against the way networking works, and is known to cause problems in some arenas. -- (This box runs FC5, my others run FC4 & FC6, in case that's important to the thread.)
