Oh, I don't know, maybe because it would make creating the tools you
want easier? As a bonus, you would end up with a readable config
file. (I can read sendmail.cf, but I don't expect that of someone
that needs a GUI configuration tool.)

I would think it would bother the same people that complain that
they have to install extra packages before they can configure Sendmail.
