I can confirm that it is a FC6 problem: I have just test with FC5 tetex
and LaTeX try only to access files in its path (either defined in
texmf.cnf or by the way of TEXINPUTS variable).

On FC5:

$rpm -q tetex
tetex-3.0-29.fc5

On FC6:
$rpm -q tetex
tetex-3.0-32.fc6.x86_64
