In case others run into this. I had to add a symlink
to /usr/bin/procmail in /etc/smrsh. 

# pwd
/etc/smrsh

# ls -l
total 0
lrwxrwxrwx 1 root root 17 Nov 20 15:39 procmail -> /usr/bin/procmail
