You can do that with host enties in /etc/dhcpd.conf that specify
the 'hardware ethernet' address.

No, the programs don't actually run on the thin client, they
run on the server and only display on the client.  The
source address for the connection will always belong to
the server.  You can, however, block direct outbound
access and use some sort of proxy that requires user
level authentication.
