The reference implementation of NTPd, at http://www.ntp.org was broken with respect to mcast, at one time. Seems RH built
their NTP rpm from this broken NTPd.   Try  4.2.2p3 from ntp.org site, I think multi/any/broad-cast now works, for the definite answer
join the Usenet list for ntp and ask if it is not fixed in 4.2.2p3. http://www.eecis.udel.edu/~ntp/ntp_spool/ntp4/ntp-4.1/ contains NTPd 4.1, mcast works in this version.
