d.xml> works for me.  (The link above as deduced by my email reader
included the trailing colon, so it didn't work.)

Try the link with wget (man wget).

According to the link above, both your basearch and releasever are correct,
as they became "ppc" and "5" and the link worked for me.  You seem to have
some other issue.
