Yes. Set up the RAID1 as normal, then set up the LVM on the md device.

dd or rebuilding raid mirrors to make sure they don't
confuse the system if you move drives around and
end up with a duplicate in the same machine (like the
filesystem labels do)?

If you're moving drives to another system you can "export" a volume group and then "import" it on another system.

Can't advise on cloning as I've never tried it.
