This has changed a bit in recent years. You can now be added to the
packager group *as a co-maintainer* and learn while you help maintain
package:
https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group

A few of us here are sponsors to the packager group. So please, feel
free to follow any of the steps listed in the page above and ping us.
We'll be happy to help you learn the necessary skills/process and
sponsor you to the packager group. I keep a list of useful links here:

I'd also suggest introducing yourself to the wider community on the
devel mailing list if you haven't done so. Scitech is quite a small part
