[Scitech] Including PVECLIB package in Fedora

I have been working on a package of header files that elevate and simplify programing of the PowerISA Vector extensions.  This builds on and extends the API provided by altivec.h and includes many of the PowerISA 3.0 (POWER9) operations that current compilers may not support.

It seemed like the SciTech SIG was the closest area of interest but I sure there are others (Like extended precision arithmetic for crypto).
