With your tip I installed octave from copr using:

# dnf install octave --disablerepo=*modular*

Ditto for other packages.

I do not understand modules, I do not even know how to generate one but it is 
necessary to add the option to disable the modular repos or else the 
installation fails, because IIRC you marked octave-4.4 as the default stream 
for octave.
