New scitech FAS and COPR group

I've created a "scitech" FAS and COPR group for the SciTech SIG
(https://fedoraproject.org/wiki/Category:SciTech_SIG).  My immediate goal is
to create some common repositories for updated builds of scientific software
for EL7 (& 6).  My thought is to have a have common repository
(https://copr.fedoraproject.org/coprs/g/scitech/common/) for updated
libraries, then individual repositories for updated programs like octave,
julia, etc.

I'm starting off with a suitesparse44 package that is split into individual
libararies and can hopefully be installed in parallel with the system suitesparse.

Add yourself to https://admin.fedoraproject.org/accounts/group/view/scitech if
you want to join the effort.
