The wiki is the source for the content in the release notes, and conversion to DocBook XML in to RPM is a manual process. If you look at the history of the wiki, you'll see the information was posted around 20 Oct.: https://fedoraproject.org/w/index.php?title=Documentation_Desktop_Beat&action=history This was after the F12 Beta notes were handed-off to release engineering. The note at the top of the wiki page lets us know that the new content is in the package already for F12 final.
