The wiki is the source for the content in the release notes, and conversion to
DocBook XML in to RPM is a manual process.

If you look at the history of the wiki, you'll see the information was posted
around 20 Oct.:

This was after the F12 Beta notes were handed-off to release engineering.  The
note at the top of the wiki page lets us know that the new content is in the
package already for F12 final.

Thanks for the bug report, much appreciated; this just happens to be one of the
times during the cycle when the source is ahead of the built release notes.
