If I remember well, Jose has a script similar with cpanspec, maybe there
could be some reference to this script. And also maybe Jose could update 
the script to be consistent with the packaging guidelines.

Also I found when trying to package a number of packages that there
are very frequently circular dependency in check parts. If there is 
something generic that can be said about that point to help packagers, 
I think it would be very helpful.
