with php-pear-1.9.2-3 in stable updates
php-pear-PEAR-Command-Packaging-0.2.0-6 is on the road to
updates-testing. This command will generate spec file according to this
Guidelines change.
I have start to fix some of my packages in rawhide
(I don't plan any update in f15 or stable branch for this)

P.S. still waiting for pear 1.9.3 which should fix the remaining
security issue.. and minor regressions... already tagged in upstream
SVN.. perhaps I need to pull the changes from SVN..
