plib16-devel should probably have an explicit conflict with plib-devel.
A better approach would be to let one of the packages should install its
headers into a different directory.


Last time I talked about this with Matthias (the plib16 maintainer, I'm the plib maintainer), we came to the conclusion that there are no packages BuildRequiring plib16, and that it could be orphaned, so I guess that that is the real solution.
