I'm of the opinion that if we can't meet the Test3 deadline for koji, we may do a release without the merger, still composing out of the two package collections and target F8 for the merger. Adding new packages may be an extra step or two for the cvsadmin for a bit, but 'make tag, make build' should all do the same things.
