So, the simple solution is to send the request for owners.list/etc
addtion *before* the import, and the basic directory structure can
then be laid down by the admin. I've updated the new package process;
it involves adding requests to CVSSyncNeeded.

ummmmm, yeah.

So, anyone want to e-mail me when things are actually working again
and packagers don't have to jump through a half dozen different hoops
and email 14 different people just to check in their packages?
