Really? Try in an arbitray project

touch configure.ac configure

and then watch how make will try to regenerate configure. That will
redefine your perception of "nonsense" ;)

Packagers just need to be careful about preserving timestamps when patching autotools-generated files such as 'configure'. This has been discussed on f-e-l before:
