Sorry, I didn't see your comment in the issue. The reason this was
added originally as `LicenseRef-CRC32` was that there was a distinct
name for the license under the Callaway system, whereas
`LicenseRef-Fedora-UltraPermissive` was designed to roughly track and
extend the licenses that were represented with "Freely redistributable
without restrictions" in the Callaway system. I think then it was not
noticed (until your comment) that this license was added twice.

My suggestion would be to use `License-Fedora-UltraPermissive` for any
license that would qualify for that label -- i.e., a license not
characterized as a public domain dedication which essentially has no
conditions, requirements or obligations -- and which doesn't seem to
otherwise be etched into the public consciousness (by which I mean,
something like, say, `0BSD` or `MIT-0` where for cultural reasons the
license has taken on a life and identity of its own). Therefore, in
this case I would suggest using `LicenseRef-Fedora-UltraPermissive`
and deprecating `LicenseRef-CRC32`.
