This sounds like a public domain dedication. Fedora already recognizes the
following text as the dedication:

Throwable-SugarFactory is similar.

As far as I know CC0 does not require an attribution: I was unable to find
such requirement in CC0 and CC0 FAQ confirms it

Therefore I think we can ignore this section.
