For your original question: - I would suggest putting as the license tag "MIT AND GPL-2.0-only" as you suggested unless it is inappropriate to use SPDX identifiers given they have not yet been formally adopted for use in license tags by Fedora, in which case use the Callaway equivalent "MIT and GPLv2". - I would not bother including a copy of GPLv2 however, but there's no harm in doing so other than a possible future inconsistency in policy.
